Healthcare reform should include the tort reform, even if some Democrats don't like that...

I cannot understand this argument - "well, it's only 1-2% savings, why should we even care about the tort reform?" Well, 1-2% of the over 2 trillion dollars that we spend on health care is a lot of money!
